Golden Visa should not be marketed as a fast passport.

Organic Law 1/2026 changed naturalisation requirements. The ARI decision should separate residence, stay, permanent residence and nationality.

Legal residence timelines

The republished Nationality Law introduced by Organic Law 1/2026 refers to naturalisation with at least 7 years of legal residence for nationals of Portuguese-speaking countries and EU citizens, or 10 years for nationals of other countries, plus the remaining legal requirements.

Other relevant requirements

  • Legal adulthood under Portuguese law.
  • Sufficient knowledge of language, culture, history and national symbols.
  • Knowledge of rights, duties and polĂ­tical organisation of the State.
  • Adherence to the fundamental principles of democratic rule of law.
  • No relevant convictions or security risks.
  • Ability to ensure subsistence.

Impact on the Golden Visa decision

ARI can still be part of a long-term strategy, but the commercial conversation should change: fewer citizenship promises, more strategic residence, mobility, family organisation and compliance.

Correct message

Avoid: "passport in 5 years". Prefer: "strategic residence in Portugal with possible future permanent residence or naturalisation, if legal requirements in force are met".
